First of all your proof on retail is incorrect since Legion is over it doesnt work like it used to in retail hence you dont get a "Zen Pilgrimmage: Return" Buff which has no CD and will only be removed once you leave your class hall
Secondly it does GO on cd as soon as you successfully cast it if you immediately use Return

and another Retail video where you can see his return buff and his return spell is not on CD because it will only show the CD after using the return spell or leave the class hall
