Proof: I have dropped this quest 3 times, each time I attempt this quest, the first portal is destroyed....but any portal after that cannot be destroyed. The animation is there, but no quest action.

Confirmed. I encountered the same problem.
Actually, only the first attempt ever works. When I drop and retake the quest, I still can't close any portal.

I found a solution to the bug:
Relog and delete cache after every portal.
It's still a bug, but it's work-around-able

Confirmed. 1/3 portals is doable. After first portal next 2 doesn't count towards completion.

The quest doesn't count portals anymore after you destroy one.
