Can confirm, also can't pick up the quest, after finishing [ https://www.wow-freakz.com/quest_helper.php?quest=10872&&name=zuluhed-the-whacked ] before it.

Just checked, after completing the quest Zuluhed the Whacked you can pick it up just fine.
