DR (Diminishing Returns): Diminishing returns means that certain spells and abilities become less effective against a target if used frequently within a short period of time. When an ability with diminishing returns is used against a target in PvP, the first effect has full PvP duration.

Obviously this doesn't work, not even in PvE!
You can be stun-block by some low level creeps just by stun spam!

I think this post is duplicated cause this bug is so obvious

If it is duplicated I'm so sorry about it, cause I did search in the forum but I didn't find anything.

Finally a post about DR, it's just so easy too prove it, at least don't decline this bug report, it's annoying in pvp and pve too. Is just too easy to get fear to death.

Confirmed, there are more spell without DR in pve than pvp

Check the post from MOP, it's the same problem.
Diminishing returns - Stuns andother CC's from 2016.
