The Achievement works fine, the charm collectin part not so fine, but still doable. If you can't see/find the warchief or any of the Horde and Alliance leaders, check it with the NPC finder too. There's a chance that he/she is currently dead due to enemy factions killing him/her.

i did it yesterday ...i take the quest from the UC goblin and i deliver it just fine !

It works fine, try abandon and retake the quest.
