Bug description: This quest cannot be completed after you've finished the entire Suramar story. As you can see on the freakz quest page the quest ends at multiple 'First Arcanist Thalyssra' different IDs, and the NPC that is present after the story is finished isn't among those IDs.

Confirmed.

These two versions do not allow for turning in of the quest.
