Bug description: Fortifying brew is a self heal which heals you to full health when used at 50%, on retail it's not supposed to act as a self heal

Brewmaster monk is already a tanky enough class, having fortifying brew be bugged and self heal is overkill for the spec in bg especially.

I've mained bm monk in pvp for a long time and even I think it's quite ridiculous how broken the class is with the fortifying brew giving a self heal
