Bug description: While you have PvP off, if you use Meteor on an enemy with PvP on, Meteor Burn will hit him turning your PvP on. In the screenshots below, in Combat Log, is showed that the enemy has been hit only from Meteor Burn without taking Meteor damages.

How it should work: Meteor Burn shouldn't hit enemy players when your PvP off inactive.

Confirmed.

Meteor turns on PVP if it is cast at the location of players who are PVP flagged while not PVP flagged yourself.
