according to wowhead the achivement was added in 7.2.0 (https://www.wowhead.com/achievement=11340/insurrection) , and the quest lines was available during 7.1.0 (https://www.wowhead.com/quest=44955/visitor-in-shalaran) (https://www.wowhead.com/quest=44814/waning-refuge) etc...
