[FIXED] [General] Crit Suppression is still active (-3% crit chance against bosses)

Bug description: Shatter cap (33.34% crit) is not enough as ice lance sometimes doesn't crit even when empowered. On attached screen you will see that normal hits on spellblade dealt like 600k dmg, impossible with non-crit ice lance without being empowered by fingers of frost, and my crit rating is slightly above the cap. There shouldn't even be non-crits.

This is due to Crit Suppression kicking in. Prior to Legion, you'd lose 1% crit chance for each level between you and your target. Meaning hitting a boss with 100% crit chance would result in actually 97% (since bosses are lvl 113, the level diff would be 3, aka -3% crit chance). This means you'd actually need 35.35% crit chance to have guaranteed crits even on bosses.
