In short, the bug is the reward the World Quest gives:
It should give either this mount or the companion (Hungering Claw).


Right now, it seems to share the rewards with other WQs (Currently it's a cloak.)

Kosumoth the Hungering is the very first puzzle secret in WoW, introduced on Legion's launch.
Kosumoth is initially not visible. To gain access to him and his World Quests, you must complete all steps of this secret. Kosumoth's World Quest is not account-wide. You must complete the World Quest on all characters you wish to kill Kosumoth with.

Although Kosumoth is technically considered to be a World Boss, he does not drop any loot on death. He is only there to award you either the Fathom Dweller or the Hungering Claw on completion of his World Quest as @Emilia37 mentioned.

It's not scripted yet, therefore it doesn't drop the mount.
