I have a problem too on this achievement.While I am revered will all faction as it ask, I do not get the achievement because it shows me that I am not revered with The Valarjar on the achievement tab while in reputation tab I am.

On the character with the reputation needed, go ahead and do a few world quests for the reputations not credited.

This fixes it.
