[FIXED] [Mage] Brain freeze proccing on frostbolt hit instead of frostbolt cast

Bug description: as in the title, brain freeze procs on frostbolt hitting the target instead of frostbolt finished being cast.
*If you decide to eventually fix it, please check if you are still able to chain proc them (not being overwritten by the next proc instantly, but being able to cast the first proc and then get the 2nd proc, just as those gentlemen on linked YT videos)
