[Talador] It's a Matter of Strategy (Taldor storyline opening quest)

Bug description: The bug itself is kinda strange. I have completed quests to begin Storyline in Talador. Next stage is to take quest from Rokhan named "It's a Matter of Strategy", talk to Bron Skyhorn (Garrison Flight Master), and after being ported to Talador, talk to Foreman Grobash. The problem is, when I talk to Rokhan to take the quest, it says I already took it (there is gray question mark) and it's status is "Current Quest" so it looks like already taken. When I click on it, nothing happens, there is no "Talk" option with Flight Master in Garrison to proceed in quest and NPC in Talador doesn't respond either. There is no quest "It's a Matter of Strategy" in my questlog, for now it looks like impossible to complete however it was completed by more than 3000 players on Felsong Realm.
