Bug description: This quest should be given to Horde players by Spymaster Knockwhistle, but he does not offer any quest - ever. He's part of a different quest (https://www.wow-freakz.com/quest_helper.php?quest=38308&&name=eyes-in-the-overlook) that asks you to gather the SI:7 Intel, which you get by clicking on this NPC. This quest works fine. After completing that quest, he should offer this one, but doesn't.
Proof: The database shows "?" as questgiver and 0 people have completed this quest.
