[REJECTED] [NPC] Prolonged Power recipe vendor

Bug description: I know we have a custom NPC which ''drops'' https://www.wow-freakz.com/item_finder.php?item=142121&&name=recipe-potion-of-prolonged-power for us but after several kills with a 730+ skill alchemist(+ rank 2) I couldn't find such an NPC in his room nor could I receive the recipe as loot.

Proof: Kill boss to replicate issue.
