Several Legion zones, including Dalaran, were divided in instances to reduce the lag (caused by too many people standing in the same location) and that's why you might encounter some problems with phasing.

Relog => go near https://www.wow-freakz.com/npc_finder.php?npc=999861 and don't move too much, you'll be able to accept the quest.

We'll try to find a way to properly fix this.
