HELP! No quests in Class Hall!

Hi there, I have a trouble. Idk if it's bugged but I've reached 110, quests with Khadgar was done, Artifact quest completed, but from Broken Shore I have a quest to recruit a Champion to continue researching in class hall but I can't recruit because I can't interact with NPC called Advisor Sevel.
I don't have any quests in class hall to start my class hall questline.

I don't have any quest more in world, no need to speak with Khadgar more, at least at the moment.
How can I fix this and to complete the quest and actually have an opportunity to have further quests in Class Hall?
