[DUPLICATE] Can't give Armorcrafter's Commendation to the NPC

Bug description: I can't give the item to Eliezer Hammerbeard in Broken Shore. The chat bubble above his head doesn't appear like before. I had 4 of those items saved up in my bank, gave one to him some time ago, and the questchain suddenly ended after the first quest, I couldn't interact with him anymore after that.
