Npc bom'bay gives no buffs

Bug description: The Npc Bom'bay witch doctor gives no buffs when spoken to him, even after finishing the 2 quests he gives. I added a screenshot of the text,which prompts when spoken to him from the database of wow-freakz website and it shows the 6 buffs he is supposed to give when the players choose the corresponding text.
