Bug description: The Commander doesn't "spawn" after it's script and animation, which block the gate for 2nd boss

I can confirm that that mob is untargetable, and the dungeon can't be completed on heroic difficulty (on mythic+ mode you can't kill him for trash credit, however the gate is open so that you can proceed to Ilysanna and finish the dungeon), noticed this yesterday during a heroic quest run/today on mythic+ mode.
