Bug description: Hard to say whether the quest is actually bugged or not. I tried to concoct the "Balanced Concoction" about 25 times without any success. What's really annoying is that after you failed a first time, the vial won't work a second time since it just vanishes after trying to mix it with the plague samples - documented by the screenshots below. Normally, it shouldn't disappear so you can just step left and right until you have the right concoction. Here, you have to abandon and reaccept the quest every single time, which is rather annoying.

Screen1: "raw" vial how you receive it at the start of the quest
Screen2: "used" vial you get after trying to apply the plague samples the first time; chatlog highlight: blood sample becomes empty vial after using it
Screen3: no vial since it disappeared after using it a second time on the plague samples
