Bug description: When you click on Npc it doesnt speak so you cant complete the quest.

Confirmed. NPC doesnt react to a player, so it's not possible to complete quest.

Fun fact: during the q "The High Elder" you can indeed talk to him and trigger some small events, but it's obviously useless for this quest.
