Arms or Fury in 7.2.5

Hey. Just wondering where to spend my Artifact points. What do you think ?
I've tried both and it seems like Arms does more damage, still not sure cause up 'till now I've mainly (if not only) played Fury.

Fury T20 Set feels like a joke on 7.2.5, but if you are a casual player not looking to clear all the content I would recommend playing whatever you enjoy most.
