Bug description: The npc should left an item quest called 'Mysterious Lightbound Object' which has a 100% drop chance, the .info throw that there was more than 7k times completed. And my self have do it before. This time it was impossible to make it drop it. Killed like 10 times in a row. Then droped the quest and started over. Another 10-20 kills. Droped again and did the same process. That time, Khadgar should start speaking once you arrive the shore, he didn't and the 3third part 'investigate the cave' didn't even completed. After wards I erased cache, tried again. And it worked until the drop. Which never occured.
