Bug description: The Chain Lightning spell incorrectly interacts with the passive skill Elemental Overload. With 100% Mastery, the Chain Lightning spell has a low Elemental Overload proc chance. The Totem Master is also taken, which adds + 10% to the Elemental Overload chance of proc. The result on the video and the number of procs in the addon "Details!".

Chain lightning overload has 1/5 mastery chance to trigger on every target, no matter how many targets it hits.
In you case you have 13/30=43% outcome. You are expected to have (91.24%/5)+10%=28.2%. Add 10% from static overload and you will be pretty close to your value, however 30 casts is very small sample.

My chance is 99.54%/5=19.9% to trigger mastery. Im not wearing artifact nor have totems.
On single target its 10/51=19.6%
On four targets its 156/200=78% which is close to 4x20%

Confirmed, for some reason chain lightning sometimes does not proc twice (even while you have 100%+ mastery) even though it should, all the other spells that are affected by mastery however always proc twice in said circumstances.
