Bug description: Second Wind procs everything you have, enchants, concordance, trinkets... (not just initially, as long as it is "active" (meaning you haven't taken damage for 5sec) it keeps proccing everything.)
It's passive effect so it shouldn't.

I can confirm this, but idk if this is a bug or not, as its a passive ability when used. Abilities have a chance to proc enchants/concordance. I tried to find something something on forums and google if it should or shouldn't proc it but couldn't find anything.

"Your abilities have a chance to trigger Concordance of the Legionfall, increasing your Versatility (Tanks) or primary stat (DPS/Heal) by x for 10 sec."

This is just like a druid's dots. Which can proc concordance. Back in the days second wind used to proc at low % HP and u had a debuff on you. May this is how it should also be now, having that debuff forever if u dont take dmg. But the healing actually works and so the concordance and others will proc.

Maybe when it's actually healing it should proc, okay, but when you're sitting at 100% HP, it's not even overhealing you according to combat log, it's not doing literally anything, you don't even have a buff on you, so I doubt it should.

Second Wind is indeed procking Concordance of the Legionfall, enchants, etc... It should because its an passive ability thats is being active every 1sec.

But after some time it doesnt proc that much, changing to it from other talents will surely proc your stuff.
Stealth also is procking Concordance of the Legionfall first time you enter it, but after being in Stealth for some time it wont be that often.
