Bug description: Freezing Rain (Artifact Trait) isn't disable by Concentrate coolnes (https://www.wow-freakz.com/spells.php?spell=198148&name=concentrated-coolness), there are videos of wow legion 7.2.5 where it shows that Freezing Rain is still working when selecting the PvP honor talent of Concentrated Coolness.

Confirmed, the alternate frozen orb does not enable the effect of freezing rain.
