[FIXED] Bursting affix sometimes not dealing damage

Bug description: While you are in the Chitorpedo Animation you wont get dmg from Bursting stacks

Maybe its a bit difficult to see on the Debuff list but you can also see it at the Group Frames that their HP is dropping while mine is not.

There were other situations where Bursting wasn't dealing damage, fixed all of them
