[FIXED] [Mage][Frost] Fingers of Frost should proc on cast

Bug description: as with previous bug I reported (https://forum.wow-freakz.com/FIXED-Mage-Brain-freeze-proccing-on-frostbolt-hit-instead-of-frostbolt-cast-t555873.html), turns out fingers of frost work the same way. Proc should be generated on frostbolt cast instead of frostbolt hit.
