Bug description: Artifact Trait - Freezing Rain - does not make Blizzard instant in BG/PVP. I also have the Honor Talent "Concentrated Coolness" (https://www.wow-freakz.com/spells.php?spell=198148&name=concentrated-coolness)

Confirmed.

The alternate Frozen Orb (the one activated by the Concentrated Coolness PVP talent) does not activate the effect of Freezing Rain.
