Jake the Fox recipes

Details: (optional) NPC Jake the Fox ( https://www.wow-freakz.com/npc_finder.php?npc=91024&&name=jake-the-fox ) cannot be found in the game, so I'm not able to buy the Leatherworking recipes that he sells. Is it possible to obtain those recipes? I have the Raw Beast Hide in my backpacks as a payment.

I walked up to every NPC in my Garrison. Could not find him. Also there is a post of this NPC in the forums linked below, that confirms the NPC missing.

"This is one of several NPCs that can randomly spawn in your garrison each day. They will appear in the entryway of your level 3 town hall. Some of the NPCs will offer quests while others will be traders. Everyone on your realm will have the same trader if they get the trader, but whether you get the trader or a questgiver will be up for individuals is random each day. "

I guess the whole Event isnt working.
