[Mage] Greater Pyroblast not usable on NPC's in instanced PVP

Bug description: On retail, Greater Pyroblast was usable on NPC's in instanced PVP and other targets as tanks in SotA or all NPC's in Warden Tower assault, but did a caped amout of damage, not 35% of target's max HP. Found out it was supposed to do, in this cases, 35% of CASTERS max HP to the target.
Currently the spell cannot be cast at all.

Proof: Did not found exact info on it, but found mentions in various posts and also a video when it's used on a tank in SotA. It's also mentioned on Wowhead. Also used it myself on retail.

Yea, but the problem is, it should be usable on NPC's in instanced zones too, not just world pvp
