[Suramar] A growing crisis quest missing

after finishing quest friends with benefits npc Valewalker Farodin doesn't give the quest a growing crisis
I'm also exalted with nightfallen so there shouldn't be a problem with reputation requirement and the only quests left in shal'aran are the 3 dungeon quests, which are optional according to this

edit: as a note, statecraft chapter is required to start growing crisis questline and I only completed that chapter today so no I didn't start the growing crisis questline ages ago and just forgot about it, in case anyone was going to ask
I also took the portal to Temple of Fala'dora to check and the npc wasn't even there

Pretty sure those dungeons ARE in fact required on freakz, bug or not, doing them should solve it.
