The Quest Drop for "Right Tool For The Job" Bugged

Bug description: The Quest Use to work before but I'm sure like fishing it has got bugged recently.

Proof: Hi GM I'm doing the lvl 104 inscription quest for past 3 weeks and have killed hundreds of mob. Upon linking the Quest in Global Chat it tells me it was completed by 1865 Player but i'm pretty sure lately a lot of Quests and Professions have got bugged and this is one of them.

Here are the details. I'm pursuing "Right Tool for the Job" & i need "Runic Bone Knife"but all i got in 2 hours of my hunting is 'Runed Breeches x 7"which is not even my quest. This is not only frustrating but annoying too. I would request you to please have a look into the quest and ensure its not bugged or broken. I'm attaching a screenshot for your reference.

PS: 3 weeks ago you told me the Item Drops, if that is the case i'm sure it should not take 3 weeks on a 3x Pvt server to drop the Quest Item unless it is bugged.
