[FIXED] [PvE] Mobs should be inactive after completing all objectives of the keystone

Bug description: When you complete all the objectives of a keystone(so both % and bosses are done) all the remaining mobs of the dungeon supposed to became inactive as the dungeon is over. So far this was not so important but it with implementing retail like chest looting for keystones this became very important as the chest will give you an error if you are in combat with any mob when you try to open it. So for example if you pull a mob with a boss and % is done and you kill boss before mob, the mobs should start to evade and return to where he was originally standing or if it happens that you must run all the way back through skipped mob packs to open your chest the mobs should never aggro even if you try to dmg them.
