Bug description: On PTR, Stave Off procs 100% of the time but does no damage. One of the videos is from PTR you'll see that on Details, only 3 hits of Keg Smash are registered, the other one is from live 7.2.5, at 00:37 seconds you'll see that the trait procs and that 6 hits are registered.

I did a test on a world mob and Stave Off didn't proc 100%, but when it was procing it did dmg.

Here I used Keg Smash and got a proc of Stave Off, therefor I got 2 hits.
Here I've opened details and surprise, I have 2 hits.
