Details: (optional) It's from The Thread of Starlight (46680). Advisor Melandrus should drop it but it doesn't show in his loot table according to the npc finder. I did it 2 times on heroic lfd and 1 mythic. Two other ppls had the quest and also didn't get it.
I would prefer to get the final quest item Starlight Thread 146681 that you get from using Melandrus' Star-Touched Bracers on his corpse.
