Bug description: Decreased casting speed debuff is not being applied after the buff expired.

It is but it's not visible in the buffs.

Duplicate,read the comment on post,but as Power mentioned trinket works it is just a visual bug that debuff sometimes doesn't get displayed in your buff bar.
