[DUPLICATE] 7.3.5 PTR Missing quest starter

I am unsure where to post my findings from the PTR and am posting here hoping that you can redirect it to the correct place.

When playing on the PTR the Mail Room quest starter 35414-dalaran-mailroom-quest "letter" that is supposed to appear in Dal in front of the mailbox does not seem to show up. It is supposed to be on a 6 -7 hour re-spawn and after checking for a few days I have never once seen it despite only 12 or so people online. I have also asked those people and none have said they have picked it up. This limits player access to the new toy that allows for a on call mailbox in 7.3.5. I am not sure if this was an oversight or intentional.
