On m0 they do, look at this:

179.2(their full hp)-5.87(the three starsurge's dmg which Ive dealt to Elfyra)=173.3; Both of them are on 173.3 HP at this point so in this case they surely did share HP because if they would not then Galindre should had more HP than Elfyra.

Then here is a random pull where I used both aoe and st on Elfyra too:

Again they ended up on the same hp(as addon says after wipe)

Last night on mythic plus level 10 they died individual.

Basically Elfyra and her adds are affected by Fortified affix when it is Forti week and Galindre is affected by Tyrannical affix when its tyra week. This causes the problem because ofc one of the bosses will have less HP than the other (the HP share mechanic works as intended, this was proved above).
Tyrannical affix supposed to affect every boss in every dungeon.
Fortified affix should never ever affect boss encounters (similary to Raging affix).
Atm Fortified affix is often present in boss encounters too (not only here but one some other too) and Tyrannical is missing/partially applied on this one (did not check others yet).
