Same thing happend to me. NPC Finder says it's alive, but I don't see it ingame.

I killed him 2 times in these days with a lot of reward, it's more or less like the officer .. he doesn't stand still on one point but he turns
the thing is, you only have to kill him when the world quest appears in the quest log

It works fine . You need to find the Majestic Elderhorn and kill it while having the WQ triggered .
