Bug description: Strike Hard unlocks Shock troops, but there is no recruiter NPC
Proof: https://imgur.com/7Ttuj6u - Order Advancement chosen and completed
https://imgur.com/Mg42y1X - Recruiter should be left of Shieldmaiden NPC, in front of the weapon rack
