[DUPLICATE] [Mage][Frost] Ice Lance proc (Finger of Frost) consumed on hit instead of on cast

You marked this as duplicate, but I don't see this bug reported on any of the forums (Pending/Confirmed/Low Priority/etc) so here I am, this bug makes frost mage really dull and cluncky to play, and it's harder to keep legendary wrist's stacks up, since they're refreshed on hit.

Bug description: Finger of Frost stacks are consumed on hit, should be on cast.
