She is spawned but she is in the ground and you should actualy be phased to a phase where she is with adds surrounding her but yes i can confirm this and we need this quest to be able to progress further into suramar

Keeper Selentia does spawn during Arcane Thirst.

Her Respawn time is of 6mins.

Please if you still have issues trying to fight her, it may not be an issue with this quest, but a different issue, try to contact any Helper / GM and explain in detail what your quest progress is and your general character information.
