Bug description: The Sign of the Emissary does not affect argus zones even though it should. The buff doesn't affect normal world quest as well.

Can you please post proof that Argus Zones/"normal World Quests" aren't getting affected?

Here you go: https://imgur.com/a/Lt5YTXo I got 75 rep( even though I should get 82 because of human) and the emissary buff is on the top so it should be 175ish. This was a normal quest from argus since it only gives rep with the army of the light.
