Bug description: It doesn't refresh anything. Only dmg part works. That's second bugged pvp talent in same tier (next to crypt fever).

Proof: https://imgur.com/a/os4OxMx ---> spamming Outbreak on a warlock, his pet doesn't have disease refreshed and I'm clearly in 25y range of it (pet is on /focus so u can see his debuffs clearly)

Confirmed . I tested it myself aswell , Pendemic doesn't refresh the DoTs on targets in 25 yard range . https://imgur.com/x5SiVT5
