I don't have exalted with highmountain.Do I need it? I just wanna nightborne, on the internet I saw you can choose only one race.

It's okay, I unlocked the Nightborne race but the quest still can't complete.

This quest is to unlock the second Allied Race. You have already Nightborne, you need Highmountain Tauren which you don't have. Complete the requirements for Highmountain Tauren and then it will work
