Bug description: When Eye Beam is casted it should apply to all affected targets an slow down effect called "Pinning Glare" but it doesn't and which is an useful spell especially in pvp.

Pinning Glare was a PvP talent that was removed in patch 7.1.5 for legion. That can also be seen on the Changelog of the tooltip on Wowhead.
