Bug description:

You can't complete this quest becouse the NPC Captain Ellis is "floating in the air" at coord: 37.17 74.8, and when you come closer, you see him falling down in the water and he stops on the seabed.
If you try to speak with him, of course he is clickable, but you can't talk with him.

How it should work:

Captain Ellis should be on his ship.

Deleted the mid-air/falling npc and spawned it to the near island from the initial position. You should be able to turn in available quests from him and continue.
